General Liability vs. Workers’ Compensation: What’s the Difference?
General liability and workers’ comp protect different risks for California businesses. Here is how each works and why you may need both.

General liability (GL) in plain terms
Commercial general liability responds to certain claims that your business caused bodily injury or property damage to someone else—often a customer, vendor, or other third party. Examples might include a slip-and-fall at your shop or accidentally damaging a client’s property on a job site.
Policies vary by form and endorsements. GL is not a warranty of your workmanship; professional mistakes may fall under professional liability instead. Always read your declarations page and talk through operations with an agent.
Workers’ compensation is for employees
Workers’ compensation covers job-related injuries and illnesses for employees as defined by California law. It pays medical benefits and lost wages subject to statutory rules, and it generally protects the employer from certain employee lawsuits over those injuries.
California has strict requirements for employers—even small businesses often must carry workers’ comp when they have employees. Misclassifying workers as independent contractors does not remove the risk; it can create bigger problems if someone is hurt on the job.
Why you might need both
GL does not replace workers’ comp for your staff, and workers’ comp does not replace GL for customer injuries. Many California contractors, retailers, and service businesses carry both because the exposures happen in different ways.
Clients and general contractors often ask for certificates proving GL and, where applicable, workers’ comp before you can step on site.
